Two things: a level 60 character and Necrolord as your covenant. The campaign unfolds one chapter at a time, and the mount sits right at the start of the second, so the order covers the story up to that point.
Chapter two is called The House of Eyes. It opens once your Renown with the Necrolords reaches 4.
Baroness Draka, waiting at the Seat of the Primus, gives the chapter's opening quest. In Enemy at the Door you ride Ragewing into a siege and break it, and when the fighting is over the War-Bred Tauralus is yours.
By default only members of the Necrolord covenant can use the tauralus. Reaching Renown 80 among the Necrolords lifts that limit and opens it to all characters across your warband. The mount journal explains why Maldraxxus breeds these animals: its soldiers stand guard over the Shadowlands, so their mount must stay capable and calm against overwhelming odds.
We complete the Necrolord storyline quest the mount needs, and anything earned on the way, rewards and resources alike, stays with you. The tauralus walks on the ground, and the order comes without add-ons. The Gruesome Flayedwing is another Maldraxxus mount we sell, a flyer every covenant can earn.
